Submitting a VA Form 22-1990E

Before using their transferred benefits, each family member must fill out a VA Form 22-1990E to apply for a certificate of eligibility from the VA.

To complete the VA Form 22-1990E online, visit the VA Application for Education Benefits page on the VA website.

When the VA approves your transfer request and receives the VA Form 22-1990E, it can process your family member's request to use education benefits and send them their certificate of eligibility.

Each family member must provide their certificate of eligibility to their school. If your family members do not receive their certificates of eligibility from the VA before they enroll in school, they should ask the veterans’ certifying official at the school to submit an enrollment certification to the VA for the academic term.

The VA will send tuition funds directly to the school.
